Jakarta, Media Indonesia Raya – Pemerintah dalam waktu dekat ini akan melakukan reformasi sistem perlindungan sosial. Situasi pandemi yang dihadapi saat ini menjadi momentum untuk menyempurnakan sistem perlindungan sosial agar dapat menjangkau masyarakat dengan lebih tepat dan cepat.
Menteri Perencanaan Pembangunan Nasional atau Kepala Badan Perencanaan Pembangunan Nasional, Suharso Monoarfa, menyebut bahwa pihaknya telah menyiapkan rencana dan jangka waktu dari pelaksanaan reformasi tersebut hingga tahun 2024 mendatang.
“Pelajaran yang berharga yang kita peroleh dari peristiwa pandemi yang kita alami saat ini salah satunya adalah yang terkait dengan bagaimana kita bisa membantu masyarakat melalui program-program bantuan sosial yang selama ini sudah dilakukan oleh pemerintah,” ujarnya dalam keterangan pers di Kantor Presiden, Jakarta, pada Selasa, 5 Januari 2021, selepas rapat terbatas yang dipimpin oleh Presiden Joko Widodo.
Menurutnya, ketepatan data merupakan sebuah keniscayaan dan menjadi faktor terpenting bagi pemerintah dalam melaksanakan program-program perlindungan sosial. Oleh karena itu, langkah pertama yang akan dilakukan pemerintah ialah membenahi akurasi data para penerima manfaat program tersebut dengan tujuan untuk meningkatkan efektivitas penyaluran program bantuan.
Selain itu, pemerintah juga akan mengintegrasikan semua program bantuan sosial yang selama ini masih tersebar di berbagai kementerian atau lembaga. Pelaksanaan program bantuan yang masih tersebar itu membuat pengelolaannya kerap tumpang tindih dan tidak fokus.
“Jadi bantuan-bantuan sosial itu supaya efektif ialah bagaimana caranya program-program yang tersedia di berbagai kementerian dan lembaga itu kita uji kembali mengenai kesahihannya sampai tingkat seperti apa. Bappenas ditugaskan oleh Bapak Presiden untuk menyusun ulang sistem perlindungan sosial ini,” ucap Suharso.
Reformasi terhadap sistem perlindungan sosial tersebut selain untuk mengefektifkan penyaluran dan pemanfaatan program, dalam jangka panjang juga untuk menurunkan tingkat kemiskinan. Presiden Joko Widodo mengharapkan agar pada tahun 2024 mendatang angka kemiskinan ekstrem di Indonesia mampu ditekan serendah mungkin.
“Bagaimana caranya? Yaitu dengan memfokuskan bantuan-bantuan sosial sedemikian rupa dengan kelompok-kelompok sasaran yang masuk dalam kelompok rentan dan miskin kronis sehingga penurunan kemiskinan akan bisa kita capai,” tandas Kepala Bappenas.(Win)
