Jakarta, Media Indonesia Raya – Memasuki paruh kedua 2023, pelemahan ekonomi global masih berlanjut, antara lain dipengaruhi isu geopolitik, kontraksi manufaktur, volatilitas sektor keuangan, dan pelemahan harga komoditas. PMI Manufaktur masih terkontraksi di banyak negara, seperti AS, Kanada, Brazil, Eropa, Jerman, Perancis, Inggris, Jepang, Korsel, Tiongkok, Malaysia, Vietnam, Afrika Selatan, dan Turki. Sementara itu PMI Manufaktur Indonesia terus melanjutkan akselerasi di zona ekspansi.
Di tengah perlambatan pertumbuhan ekonomi di mayoritas negara, ekonomi Indonesia pada Triwulan II 2023 mencatatkan pertumbuhan sebesar 5,17% (yoy), sehingga sepanjang Semester 1 2023 pertumbuhan ekonomi Indonesia mencapai 5,1% (yoy).
“Pertumbuhan ekonomi kita di 5,17% kalau pakai satu digit berarti menjadi 5,2%. Ini di atas ekspektasi dari mayoritas para analis pasar yang memprediksikan perekonomian Indonesia akan tetap tumbuh, namun tidak setinggi di 5,17. Ini artinya cukup baik. Kita lihat Indonesia dengan 5,17% menjadi negara yang memiliki kinerja ekonomi dibandingkan berbagai macam negara lain secara cukup baik,” jelas Menteri Keuangan (Menkeu) Sri Mulyani Indrawati saat Konferensi Pers APBN KiTa Edisi Agustus 2023.
Hingga Juli, indikator dini juga menunjukkan aktivitas perekonomian domestik yang masih kuat. Tren penurunan inflasi juga terus berlanjut, didukung melandainya inflasi seluruh komponen. Hal ini tak lepas dari kerja keras APBN dalam menjaga momentum pemulihan dan pertumbuhan ekonomi yang berkualitas. Kinerja APBN 2023 hingga akhir Juli 2023 terjaga surplus, dengan pendapatan negara yang masih tumbuh positif meski melandai, kinerja belanja negara yang positif dan pembiayaan yang antisipatif. Meski demikian, pemerintah akan terus melakukan antisipasi dan mitigasi atas dampak dinamika global terhadap perekonomian domestik. Demikian disampaikan dalam publikasi APBN KiTa edisi Agustus 2023.
Pertumbuhan Ekonomi Indonesia Triwulan II 2023 Relatif Tinggi dan di Atas Ekspektasi Pasar
Perekonomian domestik melanjutkan kinerja yang baik, di mana pada Triwulan II 2023 tumbuh tinggi meneruskan tren di atas 5% selama tujuh triwulan berturut-turut. Efektivitas kebijakan fiskal berperan penting dalam mempercepat pemulihan ekonomi dan memperbaiki pemerataan, sehingga seluruh kawasan mencatatkan laju pertumbuhan yang kuat, di mana pertumbuhan ekonomi di Sulawesi, Kalimantan dan Maluku-Papua lebih tinggi dibandingkan pertumbuhan nasional. APBN terus bekerja sebagai stimulan pertumbuhan ekonomi nasional, antara lain melalui belanja perlindungan sosial dan belanja pegawai untuk meningkatkan daya beli masyarakat, stabilisasi harga serta penguatan distribusi dan pasokan untuk mengendalikan harga, belanja operasional pemerintah untuk mendukung tingkat konsumsi pemerintah, serta melalui investasi pemerintah untuk meningkatkan komponen investasi.
“Banyak negara yang masih struggle atau berjuang untuk menjaga pemulihan ekonomi atau kinerja pertumbuhan ekonominya, dalam perlemahan yang sangat kuat dan Indonesia Alhamdulillah dalam posisi yang relatif baik. APBN terus bekerja untuk menjaga momentum pertumbuhan ekonomi kita,” tambah Menkeu.
Dari sisi produksi, sektor utama perekonomian terus tumbuh kuat. Konsumsi dalam negeri yang semakin kuat turut menopang sektor pertanian, perdagangan, dan pengolahan makan minum. Selain itu, pemerintah terus mengoptimalkan sumber-sumber potensial perekonomian daerah dengan berbagai stimulasi antara lain dukungan pemerintah mendukung kebijakan hilirisasi SDA, serta penguatan sektor pariwisata melalui penyelenggaraan kegiatan internasional dan nasional (termasuk kebijakan penambahan libur Idul Fitri dan Idul Adha di tahun 2023).
PMI Manufaktur Indonesia pada bulan Juli kembali menguat, mencapai 53,3. Tingkat inflasi domestik pada bulan Juli 3,1%, terus melanjutkan tren penurunan dan mendukung konsumsi masyarakat. Optimisme masyarakat per Juli 2023 terjaga, dengan Indeks Keyakinan Konsumen mencapai 123,5. Indeks Penjualan Riil tumbuh tinggi sebesar 6,3% (yoy), sementara pasca lebaran, Mandiri Spending Index ternormalisasi di angka 163,2. Dari sisi produksi, penjualan sepeda motor masih tumbuh kuat (45,6% yoy), sedangkan penjualan mobil mengalami kontraksi sebesar 6,8% (yoy).
Sementara itu, di sektor moneter dan keuangan, kinerja pasar keuangan domestik terjaga meskipun tren penurunan yield SBN domestik tertahan sejak akhir Juli 2023 seiring dinamika global. Nilai tukar Rupiah melanjutkan tren apresiasi (menguat 3,2%, ytd), sedangkan indeks Dolar AS masih melemah. Hingga 9 Agustus 2023, arus modal asing secara kumulatif masih mencatatkan inflow, baik di pasar SBN maupun pasar saham, masing-masing sebesar Rp91,19 triliun dan Rp25,24 triliun.
Belanja Negara Terus Bertumbuh
Sampai dengan 31 Juli 2023, realisasi Belanja Negara mencapai Rp1.461,2 triliun atau 47,7% Pagu APBN, tumbuh 1,2% (yoy). Komponen Belanja Pemerintah Pusat (BPP) telah terealisasi sebesar Rp1.020,4 triliun (45,4% dari Pagu), ditopang Belanja K/L sebesar Rp493,0 triliun dan Belanja non-K/L sebesar Rp527,4 triliun. Sebanyak 55,1% dari BPP atau sebesar Rp562,6 triliun merupakan belanja yang memberikan manfaat langsung kepada masyarakat, baik melalui Perlindungan Sosial, Petani dan UMKM, Pendidikan, dan Infrastruktur. Dari sektor Perlindungan Sosial, Petani dan UMKM, BPP digunakan untuk memberikan bantuan Program Keluarga Harapan (PKH) kepada 9,8 juta Keluarga Penerima Manfaat (KPM), kartu sembako bagi 18,7 juta KPM, dan Penerima Bantuan Iuran Jaminan Kesehatan Nasional (PBI JKN) untuk 96,7 juta peserta. Manfaat perlindungan sosial juga diberikan dalam bentuk bantuan benih, mulsa, pupuk organik, alat dan mesin, serta bantuan ternak. Selain itu, pemerintah juga menyalurkan berbagai jenis subsidi untuk memberikan manfaat langsung kepada masyarakat, antara lain: subsidi dan kompensasi listrik untuk 39,2 juta pelanggan, subsidi LPG 3 Kg untuk 4,0 juta metrik ton, subsidi dan kompensasi untuk 8.654,2 ribu kilo liter BBM, dan subsidi perumahan untuk 111,0 ribu unit.
Di sektor Pendidikan, pemerintah telah merealisasikan Program Indonesia Pintar untuk 11,07 juta siswa, Kartu Indonesia Pintar Kuliah untuk 718,7 ribu mahasiswa, Bantuan Operasional Sekolah (Kemenag) untuk 6,2 juta siswa, Bantuan Operasional Perguruan Tinggi Negeri untuk 197 PTN, serta Kartu Prakerja untuk 586,2 ribu peserta. Sementara itu, untuk mengakselerasi pembangunan infrastruktur, pemerintah telah melakukan pembangunan/rehabilitasi infrastruktur untuk berbagai manfaat, antara lain: sarana dan prasarana pendidikan, sanitasi/persampahan, Sistem Penyediaan Air Minum (SPAM), jalan, jembatan, rel kereta api, bandara, pelabuhan, bendungan, dan irigasi. Selain itu, alokasi belanja infrastruktur juga digunakan untuk memberikan bantuan kepada masyarakat yang terdampak bencana, antara lain untuk bantuan stimulan perumahan gempa Cianjur sebanyak 42,4 ribu Kepala Keluarga.
Dari sisi Transfer ke Daerah (TKD), sampai dengan akhir Juli 2023 telah tersalur sebesar Rp440,9 triliun (54,1% Pagu), tumbuh 6,6% (yoy). Kinerja TKD terutama ditopang realisasi penyaluran Dana Bagi Hasil (DBH) akibat naiknya Pagu DBH khususnya jenis Cukai Hasil Tembakau (CHT), Minerba, dan Migas TA 2023 dan Dana Alokasi Khusus (DAK) nonfisik yang disebabkan peningkatan kepatuhan penyampaian syarat salur. Di sisi lain, penyaluran Dana Alokasi Umum (DAU), Dana Otonomi Khusus, dan Insentif Fiskal masih lebih rendah dibanding tahun lalu dipengaruhi penyiapan syarat salur. Dana Desa lebih rendah karena adanya penyesuaian penggunaan.
Pembiayaan Investasi 2023 berfokus pada sektor prioritas demi kesejahteraan masyarakat. Sampai dengan akhir Juli 2023, Pembiayaan Investasi telah disalurkan melalui Fasilitas Likuiditas Pembiayaan Perumahan (FLPP) untuk 133.200 unit rumah di 386 kota/kabupaten, melalui LMAN untuk membiayai Proyek Strategis Nasional (PSN) meliputi Jalan Tol, Bendungan, Pelabuhan, Irigasi, penyediaan Air Baku, Jalur Kereta Api, Ibu Kota Negara, dan Kawasan Strategis Pariwisata Nasional. Selain itu, pembiayaan investasi juga digunakan untuk mencerdaskan bangsa melalui Lembaga Pengelola Dana Pendidikan (LPDP). Pemerintah juga berkomitmen memberikan bantuan kepada dunia internasional melalui Lembaga Dana Kerja Sama Pembangunan Internasional (LDKPI). Penyaluran hibah melalui LDKPI sejak 2020 – Juni 2023 telah diberikan untuk 34 negara.
Pendapatan Negara s.d. Juli 2023 Masih Tumbuh Positif
Realisasi Pendapatan Negara hingga Juli 2023 mencapai Rp1.614,8 triliun (65,6% dari Target APBN 2023), tumbuh 4,1% (yoy). Pendapatan Negara dari Pajak dan Penerimaan Negara Bukan Pajak (PNBP) tumbuh positif, sementara Pendapatan Kepabeanan dan Cukai menurun.
Hingga akhir Juli 2023, penerimaan Pajak tetap tumbuh positif, terutama didukung oleh kinerja kegiatan ekonomi yang baik pada semester I Tahun 2023, yaitu mencapai Rp1.109,1 triliun (64,6% dari Target), tumbuh 7,8% (yoy). Dari sisi sektoral, seluruh sektor utama masih mencatat pertumbuhan positif meskipun melambat dibandingkan tahun 2022.
Per 31 Juli 2023, realisasi Penerimaan Kepabeanan dan Cukai menurun dipengaruhi penurunan Bea Keluar dan Cukai, sedangkan Penerimaan Bea Masuk masih menunjukkan kinerja positif meskipun melambat. Penerimaan Kepabeanan dan Cukai mencapai Rp149,8 triliun (49,4% dari Target, turun 19,1% yoy). Penerimaan Bea Masuk tumbuh 3,82% (yoy), didorong oleh kenaikan tarif efektif dan menguatnya kurs USD meskipun terjadi penurunan basis impor. Sementara itu, Penerimaan Cukai menurun 8,54% (yoy) karena total produksi yang menurun utamanya dari Golongan 1. Bea Keluar juga mengalami penurunan sebesar 81,34% (yoy) akibat penurunan harga Crude Palm Oil (CPO) dan adanya kebijakan pembersihan (flush out) stok CPO yang mendorong tingginya ekspor CPO pada 2022, serta turunnya volume ekspor mineral.
Realisasi PNBP tetap meningkat di tengah fluktuasi harga komoditas, yaitu mencapai Rp355,5 triliun (80,6% Target APBN), tumbuh 5,4% (yoy). Capaian positif ini terutama didorong oleh peningkatan pendapatan SDA non-Migas (135,0% dari Target) yang disebabkan oleh penyesuaian tarif iuran produksi/royalti batu bara dengan berlakunya PP 26/2022 tentang Tarif Atas Jenis PNBP yang Belaku pada Kementerian Energi dan SDM. Selain itu, realisasi pendapatan Kekayaan Negara Dipisahkan (KND) mencapai 122,7% dari Target, juga turut meningkatkan PNBP, didorong setoran dividen BUMN perbankan dan non-perbankan. Sementara itu, pendapatan SDA Migas (52,6% dari Target) melambat disebabkan oleh menurunnya Indonesian Crude Price (ICP) dan lifting minyak bumi. PNBP Lainnya (84,8% dari Target) juga mengalami penurunan antara lain disebabkan oleh penurunan pendapatan Penjualan Hasil Tambang (PHT). Realisasi pendapatan BLU (51,6% dari Target) melambat dibandingkan bulan sebelumnya, namun secara year-on-year sama dengan pertumbuhan pada Juli 2022.
Pembiayaan APBN Tetap dalam Batas Aman Hingga Juli 2023
Surplus APBN bulan Juli mencapai Rp153,5 triliun atau 0,72% PDB, lebih tinggi dari periode yang sama tahun sebelumnya. Pembiayaan utang (neto) melalui SBN dan pinjaman hingga akhir Juli 2023 terealisasi sebesar Rp194,9 triliun (28,0% Target), atau turun 17,8% (yoy). Seiring kinerja positif APBN, defisit diproyeksikan lebih rendah, sehingga berpotensi mengurangi kebutuhan pembiayaan utang. Menyusul afirmasi peringkat kredit oleh S&P sebelumnya, lembaga pemeringkat kredit R&I menaikkan outlook credit rating Indonesia dari stable menjadi positif didukung kinerja kebijakan ekonomi yang kredibel di tengah ketidakpastian ekonomi global. Namun demikian, antisipasi terus dilakukan sebagai langkah mitigasi terhadap dinamika pasar keuangan global.
Sebagai kesimpulan, kinerja ekonomi domestik terus menunjukkan penguatan di tengah tantangan dan perlambatan ekonomi global dengan pertumbuhan Triwulan II yang melampaui ekspektasi pasar. Kinerja positif APBN berlanjut sampai dengan bulan Juli 2023 di mana APBN terjaga surplus seiring kinerja belanja negara yang bertumbuh, pendapatan yang positif meskipun menunjukkan tren melandai, dan pembiayaan yang antisipatif. APBN terus bekerja keras untuk menjaga pemulihan ekonomi dan melindungi masyarakat. Di saat yang sama, pemerintah akan terus mewaspadai dan melakukan antisipasi atas dampak dinamika global terhadap perekonomian domestik.
“Kondisi global yang ditandai dengan ketegangan politik global, kontraksi kegiatan ekonomi negara-negara maju dan negara-negara penting, volatilitas di sektor keuangan di beberapa negara maju, juga perlemahan harga komoditas pasti akan mempengaruhi ekonomi Indonesia. Namun kita tetap terjaga secara optimal, APBN bekerja terus kerja keras, kerja menjaga masyarakat, menjaga ekonomi dan menjaga berbagai program-program nasional yang menjadi prioritas,” tegas Menkeu.(Win/Red)
